Within 30 days after the transfer, the Secretary and the Tennessee Valley Authority must sign a written agreement about how to carry out this part of the law. The agreement must set procedures for five things: orderly withdrawal of TVA officers and employees, transfer of property/fixtures/facilities, interagency transfers of officers and employees, transfer of records, and other transfer matters. The agreement can create a transition team made up of TVA and Forest Service employees. The team may keep working after the transfer, and the Tennessee Valley Authority and the Forest Service must pay the personnel costs for their own team members.
