Defines key words used to manage and protect Steens Mountain and its nearby lands. Advisory council — the Steens Mountain Advisory Council created by part D. Agreement — a plan or cooperative action to manage recreation, grazing, fish and wildlife, vegetation, prescribed fire, cultural sites, wildfire, or other measures on public and private land. Cooperative Management and Protection Area — the area named by part A. Conservation easement — a binding deal between the Secretary and a landowner in the cooperative area to conserve or restore habitat, open space, scenic, or other ecological values, permanently or for a set time. Nondevelopment easement — a binding deal between the Secretary and a landowner to stop or limit development or to protect open space or views, permanently or for a set time. Ecological integrity — a landscape where natural processes keep plant communities, habitats, soil health, biological diversity, and genetic exchange working over time. Management plan — the plan required by section 460nnn–21(b) for the Cooperative Management and Protection Area and the Wilderness Area. Redband Trout Reserve — the Donner und Blitzen Redband Trout Reserve named by section 460nnn–72. Secretary — the Secretary of the Interior, acting through the Bureau of Land Management. Science committee — the group of independent scientists appointed under section 460nnn–53. Wilderness Area — the Steens Mountain Wilderness Area designated by part B.
