The Secretary may trade federal lands near Steens Mountain, Oregon (about 76,374 acres shown on the official map) to Roaring Springs Ranch, Incorporated. In return, Roaring Springs Ranch must give about 10,909 acres (also shown on the map) to be added to the Wilderness Area, a wilderness study area, or set aside as no-grazing land as needed. After the exchange is done, the Secretary can pay Roaring Springs Ranch $2,889,000. Rules elsewhere in the law about partly canceling grazing permits for the South Steens area and reassigning grazing use will apply to this land swap. The Secretary must finish conveying the federal lands within 70 days after accepting the private lands.
