The Secretary may trade certain federal Bureau of Land Management lands near Steens Mountain with C. M. Otley to help protect and combine federal holdings. The United States would give about 3,845 acres shown on the official map. In return, C. M. Otley must give about 851 acres at the headwaters of Kiger gorge to become part of the Wilderness Area and a no-livestock-grazing zone. When that exchange is done, the Secretary may pay C. M. Otley $920,000. The Secretary may also trade about 6,881 acres of BLM land near Steens Mountain with Otley Brothers, Inc. In return, Otley Brothers must give about 505 acres at the headwaters of Kiger gorge for the Wilderness Area and a no-grazing zone. When that exchange is done, the Secretary may pay Otley Brothers $400,000. The Secretary must finish the federal land transfers in both exchanges within 70 days after accepting the private lands.
