The Secretary may trade about 11,796 acres of Bureau of Land Management land near Steens Mountain, Oregon, to Lowther (Clemens) Ranch. In return, the Ranch must give the Secretary one parcel of about 1,078 acres shown on the official map, and the Secretary may pay the Ranch $148,000 after the exchange is done. Rules that cancel the Fish Creek/Big Indian grazing permit and reassign grazing areas (from two parts of section 460nnn–23(e)) also apply to this trade. The Secretary must finish transferring the federal lands within 70 days after accepting the 1,078 acres.
