The Secretary must set aside and name about 425,550 acres of federal land in Harney County, Oregon, around Steens Mountain as the Steens Mountain Cooperative Management and Protection Area. The area is shown on the "Steens Mountain Boundary Map" dated September 18, 2000. That map also shows the general outlines of three special zones: the no-livestock-grazing area described in section 460nnn–23(e), the mineral withdrawal area named in part D, and the wildlands juniper management area created in part E.
