The Secretary may buy, accept as gifts, or trade for non-Federal land and land interests inside the boundaries of the Cooperative Management and Protection Area or the Wilderness Area. Sellers must be willing; all transactions must be voluntary. When bought or received, the land is added to whatever area it lies in and is managed under that area’s rules. Land inside the Wilderness Area is managed under part B and other laws for wilderness. When valuing land, development rights, or conservation easements, the Secretary must ignore any drop in value that happened because the area was designated.
