Designates the Donner und Blitzen Redband Trout Reserve. It covers the Donner und Blitzen River in the Wilderness Area above where it meets Fish Creek, plus the federal riverbank lands next to that stretch. The law notes the river is a special home for native fish, birds, and a unique redband trout linked to ancient lake systems. The Secretary must run the reserve under the Wilderness Act and the Wild and Scenic Rivers Act and work with the advisory council and the Oregon Department of Fish and Wildlife. Management must protect and improve the redband trout and the river’s plants and animals, while allowing research, environmental education, and compatible fish and wildlife recreation. Private lands are not included. The Secretary must remove the dam below the mouth of Fish Creek and above Page Springs if scientists justify removal and funds are available. The Secretary may also partner with landowners, governments, and conservation groups and offer technical help, outreach, education, and cooperative agreements.
