When managing the area covered by these rules, the Secretary of the Interior must create, use, and can update a land and water use plan, following earlier parts of the law. The plan must prioritize three things in this order. First, public outdoor recreation. Second, protecting scenic, scientific, and historic features people enjoy. Third, using natural resources only if the Secretary finds it will not seriously harm recreation or the protected features.
