Once the Secretary buys land in the designated area that he thinks can be managed to carry out the law’s purposes, he must start a fast program to build outdoor recreation facilities. These facilities should use the land’s shape and location and meet the growing recreation needs of the American people. The Secretary can work with other federal and state agencies to speed up finishing the recreation area and to help plan and provide suitable summer and winter outdoor recreation facilities.
