Each Secretary must manage the part of the recreation area they control so it fits with the rest of the Central Valley Project and the whole recreation area. They must focus on three things: offering outdoor recreation for the public, protecting scenic, scientific, historic, and other values people enjoy, and using renewable natural resources in ways that help or at least do not harm recreation and those values. Each Secretary must make and can update land and water use plans after consulting the other Secretary. The Secretary of Agriculture may use the powers he has for national forests to carry out these goals. The Secretary of the Interior may use the powers he has for national parks and other conservation authorities to do the same, as each Secretary thinks appropriate.
