The Secretary must obtain lands, waters, and easements inside the recreation area's boundaries by buying them with donated or budgeted money, by gift, by exchange, by condemnation, by transfer from other federal agencies, or by other means. Property owned by the State of Virginia or its local governments can be taken only if that owner agrees. Federal property already inside the area can be moved to the Secretary’s control without payment if the agency that holds it agrees. When doing land swaps, the Secretary can take non-federal land in the area and give the person who provided it any federally owned land in Virginia that he manages.
