The Secretary of Agriculture must manage the Pine Ridge National Recreation Area under the rules that apply to national forests, except for any valid rights that already exist. Management must keep primitive outdoor recreation, protect forests, water, and grassland habitat, preserve special natural and cultural places, allow existing livestock grazing to continue, and control harmful weeds, insects, and fires so they do not spread to nearby private or federal lands. The Secretary must make a written agreement with local and State firefighting agencies and individuals to use nearby fire resources well. Hunting, fishing, and trapping are allowed under U.S. and Nebraska law. All federal lands in the area are closed to new mining claims and mineral or geothermal leasing, except valid existing rights. Within eighteen months after October 20, 1986, the Secretary must send a full management plan to the House Committees on Interior and Insular Affairs and Agriculture and to the Senate Committee on Energy and Natural Resources. The public and interested agencies, groups, and people must be allowed to take part and have their views considered when the plan is made.
