Creates the Rio Grande Natural Area Commission. The Commission must advise the Secretary about the Natural Area and must prepare a management plan for non‑Federal land in the Natural Area. The Commission has 9 members the Secretary appoints: one representing the Colorado State Director of the Bureau of Land Management, one held by the manager of the Alamosa National Wildlife Refuge, three appointed after recommendations from the Governor of Colorado (one from the Colorado Division of Wildlife, one from the Colorado Division of Water Resources, and one from the Rio Grande Water Conservation District), and four local public members with relevant knowledge. Members serve 5‑year terms except the refuge manager and may be reappointed. Members are unpaid. The Commission elects a chair, meets at least quarterly with public notice, and federal agencies must, as much as possible, provide requested information and technical help.
