Secretary must allow hunting and fishing on recreation-area lands and waters he controls under U.S. and Montana or Wyoming law. He may close areas or set times without hunting or fishing for safety, management, or public use, but Crow Tribe retains hunting and fishing rights on Crow lands, including under section 2(d) of the Act of July 15, 1958. Except in emergencies, rules require consultation with Montana or Wyoming fish and game agencies.
