The Secretary can only get the land rights needed to make sure the public can use a specific strip of area VII‑A. That strip is between a line 300 feet east of the electrical transmission line that crossed area VII‑A on January 1, 1979, and a line 50 feet west of that same transmission line, and it is limited by area VII‑A’s north and south borders. Area VII‑A includes the railroad track bed along its northern and northwestern edges and reaches to the northern edge of the track bed on its southern side. Area I‑D includes the track bed along its northern edge. Area VII‑C does not include about 1.3 acres where the Linde Air Products plant sits or about 1 acre with Old Union Station and the nearby REA building; otherwise VII‑C goes up to, but does not include, the track beds on its north and south sides.
