The Secretary may get lands or land rights inside the monument and the conservation area by donation, purchase (with donated or appropriated funds), exchange, or transfer from other Federal agencies. Land owned by the State of New Mexico or its local governments can be acquired only by exchange. Congress expects the Secretary to finish acquiring non‑Federal subsurface interests under these areas no later than three full fiscal years after the fiscal year this subchapter was enacted.
