Title 16 › Chapter CHAPTER 1— - NATIONAL PARKS, MILITARY PARKS, MONUMENTS, AND SEASHORES › Subchapter SUBCHAPTER CVI— - EL MALPAIS NATIONAL MONUMENT AND CONSERVATION AREA › Part Part E— - General Provisions › § 460uu–43
The Secretary must swap federal lands elsewhere in New Mexico for land the State owns inside the monument or the conservation area when New Mexico asks and picks federal land of about equal value. The State makes requests through its Commissioner of Public Lands. State: the State of New Mexico. State lands: land owned by New Mexico. Within six months after December 31, 1987, the Secretary must tell the Commissioner which State lands are inside the monument or conservation area, list federal lands available for exchange (update the list at least once a year), and, if the Commissioner asks for specific listed lands, say in writing whether the values are about equal. Congress expects the exchanges to be finished within two years after December 31, 1987.
