The Secretary must swap Federal mineral rights under about 15,008 acres for private mineral rights under about 15,141 acres if three things happen: the private owner gives the Secretary all requested value information, the Secretary finds the two sets of mineral rights are about equal in value, and the Secretary finds the swap follows the Federal Land Policy and Management Act and is in the public interest. The areas are shown on a map called "El Malpais Leg. Boundary, HR3684/S56", revised 5–8–87. After December 31, 1987, the Secretary must file a legal description of the areas with the House Committee on Interior and Insular Affairs and the Senate Committee on Energy and Natural Resources, may fix clerical errors, and must keep the description available at the Bureau of Land Management. Congress says all swaps should be finished no later than three years after December 31, 1987.
