The Secretary of Agriculture must manage, protect, and develop the recreation area under the same laws and rules that apply to national forests and coordinate with the Colorado River storage project. Management must (1) provide outdoor recreation, (2) protect scenic, scientific, historic, and other values, and (3) use and dispose of natural resources in ways that support and do not significantly harm the area's purposes. Lands or waters needed for the project’s operation remain under the Secretary of the Interior as long as he says they are required.
