The Secretary must update the Ouachita National Forest land and resource plan to add rules for the wilderness areas, botanical areas, national recreation area, national scenic and wildlife area, and national scenic area created by this law. The update must support the purposes of those areas, follow the National Forest Management Act rules, include public input, and be done with advice from the local advisory committee set up under section 460vv–12. The plan must also have a section that promotes tourism and recreation in ways that fit those area purposes. No later than 90 days after October 18, 1988, the Secretary must pick a local special advisory group to help write the tourism and recreation section. That group must give a draft within 12 months. The Secretary has 90 days to make changes and send them back for the group’s review, and must allow at least 60 days for the group’s comments and try to resolve disagreements before approving or rejecting the amendment. Up to $15,000,000 is authorized for tourism and recreation work at Winding Stair Mountain in Le Flore County, Oklahoma. The Secretary is also encouraged to work with local nonprofits and private groups to help carry out tourism and recreation projects.
