Designates two botanical areas in the Ouachita National Forest in Oklahoma to protect and explain special plants and plant communities. One is the Robert S. Kerr Memorial Arboretum, Nature Center and Botanical Area, about 8,026 acres shown on a map dated March 1988. The other is the Beech Creek Botanical Area, about 400 acres shown on a map dated March 1988. The Secretary of Agriculture must, as soon as practicable after October 18, 1988, file the maps and legal descriptions with the House Committees on Interior and Insular Affairs and on Agriculture and with the Senate Committee on Agriculture, Nutrition, and Forestry. Those files have the same legal effect as if in the law, may be fixed for clerical or typographical errors, and must be available for public inspection at the Office of the Chief of the Forest Service. The Secretary must manage the botanical areas under the rules that apply to national forests to best protect and interpret the unique plants and plant communities. Cutting trees or other plant work is allowed only when needed for protection or interpretation, except as provided in section 460vv–14. The Secretary may permit widening roads, improvements, or other facilities near the Robert S. Kerr Nature Center.
