Creates the Apostle Islands National Lakeshore in Ashland and Bayfield Counties, Wisconsin to protect and develop important islands, shoreline, and lighthouses for public use, education, recreation, and enjoyment. It includes the area shown on the map titled "Apostle Islands National Lakeshore," map number NL–AI–91,000, sheets 1 and 2 (dated June 1970); about 200 acres called "Long Island" at the mouth of Chequamegon Bay shown on map NL–AI–91,001 (dated December 1985); and the Ashland Harbor Breakwater Light shown on the map "Ashland Harbor Breakwater Light Addition to Apostle Islands National Lakeshore" (dated February 11, 2014) at the end of the breakwater on Chequamegon Bay, Wisconsin. Congress does not mean the breakwater light addition to create a protective perimeter or buffer zone around that property.
