The Secretary may get land inside the recreation area by gift, purchase with donated or appropriated funds, or by exchange. If a parcel is partly outside the boundary, the Secretary may also buy the outside portion to avoid costs from splitting the property. Federal lands or waters inside the area that other U.S. agencies manage, and that section 460ww–1 does not list as essential to the Summersville project, must be transferred to the Secretary without payment. The law does not change section 1102 of Public Law 99–662 or any agency’s authority. When releasing water, other federal agencies must work with the Secretary to protect public safety and support whitewater and other recreation.
