No later than 2 years after November 18, 1988, the Secretary must make a detailed long-term plan to manage and protect the conservation area. The public must have a full chance to take part and comment. The plan must include steps to protect riparian and aquatic areas and resources like wildlife, archaeological and paleontological sites, and scientific, cultural, educational, and recreational values. The plan must also give Congress advice on whether more land should be added. The Secretary may work with state and local agencies to help carry out the plan. The Secretary may allow research on environmental, biological, water-related, and cultural resources to help choose management actions.
