Congress may provide money to carry out this part of the law. No more than $1,500,000 may be used to buy land or land rights, and no more than $3,500,000 may be used for building and improving facilities. For fiscal years starting on or after October 1, 1979, extra money may be provided for buying land: up to $5,000,000 from the Land and Water Conservation Fund, and up to another $5,000,000 plus an amount equal to what was deposited in the Treasury under section 460y–4(3)(B) after August 20, 1978, from other sources.
