Creates the City of Rocks National Reserve to protect important historic and cultural sites, manage recreation, keep the scenery, and explain the reserve’s national value. The reserve covers approximately 14,320 acres shown on map P30–80,005 dated October 1987, on file with the National Park Service and the Governor of Idaho. Within six months after November 18, 1988, the Secretary of the Interior must file a legal description with the House Committee on Interior and Insular Affairs and the Senate Committee on Energy and Natural Resources.
