The Secretary must use public and private help to make a program for the Area that allows multiple uses and sustainable use of renewable natural resources. The program must include five parts: a count and description of the Area’s resources; proposed boundaries; a land-use, development, and management plan with any cooperation with the State of California, local governments, and others; a statement of expected costs and an economic analysis noting costs to the United States and likely effects on local communities and governments; and the Secretary’s judgment about whether the program serves the public interest.
