Creates the Mississippi National River and Recreation Area. It covers the state-designated Mississippi Critical Area along the Mississippi River and nearby lands in the Saint Paul–Minneapolis metro area, shown on map MI–NRA/80,000 dated April 1987. That map is available for public viewing at the Department of the Interior in Washington, D.C., and at the Metropolitan Council in Saint Paul, Minnesota. The Secretary of the Interior must publish a detailed boundary description and map in the Federal Register as soon as possible after November 18, 1988.
