Summary

No later than 3 years after March 30, 2009, the Secretary must create a long-term management plan for the Conservation Area. The plan must say how the area will be used and managed, be made with lots of public input, use any information from land studies, and include a complete travel-management plan.

(a)Not later than 3 years after March 30, 2009, the Secretary shall develop a comprehensive management plan for the long-term protection and management of the Conservation Area.
(b)The management plan shall—
(1)describe the appropriate uses and management of the Conservation Area;
(2)be developed with extensive public input;
(3)take into consideration any information developed in studies of the land within the Conservation Area; and
(4)include a comprehensive travel management plan.
