The Secretary can give technical help to Wisconsin for planning and building the reserve under the comprehensive plan. Besides grants from the Land and Water Conservation Fund Act of 1965, the Secretary can also pay up to 25 percent of the actual cost of each reserve development project, with a total limit of $2,500,000 for all projects. By agreement with Wisconsin, the Secretary can pay up to 50 percent of yearly costs to manage, protect, maintain, and repair the reserve. If the Secretary finds the reserve is not being properly managed or required matching funds from Wisconsin or other non‑Federal sources are not provided, the Secretary may stop contributions under sections 469d to 469i.
