The Secretaries of the Interior, Agriculture, and Defense and the Chairman of the Tennessee Valley Authority must create one set of matching rules to carry out this law. They must first talk with other federal land managers, Indian tribes, and state agency representatives, and hold public notice and a hearing. They must take into account the American Indian Religious Freedom Act. Each rule must be sent the same day to the Senate Committee on Energy and Natural Resources and to the House Committee on Natural Resources, and it cannot take effect until 90 calendar days after that submission. Each federal land manager must make their own rules that follow the matching rules. Each must also set up a program to teach people about archaeological resources on public and Indian lands and why those resources need protection.
