Beginning May 24, 1949, mining patents for lands in the area give the patent holder the mineral deposits and allow cutting mature timber needed to extract and process those minerals if the timber is cut under national forest rules. The United States keeps the land surface and its products; other surface uses need Department of Agriculture approval.
