Defines key words used in this chapter. Convention is the CITES treaty signed in Washington on March 3, 1973, and its Appendices. Exotic bird is any live or dead bird not native to the 50 States or the District of Columbia, including eggs and offspring, but not domestic poultry, certain dead museum or scientific specimens or manufactured products, and not birds in these families: Phasianidae, Numididae, Cracidae, Meleagrididae, Megapodiidae, Anatidae, Struthionidae, Rheidae, Dromaiinae, and Gruidae. Import or importation means bringing or trying to bring something into U.S. jurisdiction. Person covers individuals, businesses, private groups, and any government bodies, officials, or other entities under U.S. jurisdiction. Qualifying facility is an exotic bird breeding place listed by the Secretary under section 4906. Secretary means the Secretary of the Interior or their designee. Species includes species, subspecies, distinct population segments, and hybrids. United States names the 50 States, the District of Columbia, the Commonwealth of Puerto Rico, American Samoa, the Virgin Islands, Guam, the Commonwealth of the Northern Mariana Islands, and the Trust Territory of the Pacific Islands.
