Summary

The Secretary can make rules that require marking or keeping records when that will help enforce the bans in section 4910. The rules can apply to exotic birds imported after October 23, 1992, and to birds hatched after that date for sale that come from species with banned exports and high illegal trade. The Secretary should try not to discourage captive breeding.
