§5006 Administration and enforcement of Convention

Summary

The Secretary of Commerce must run the parts of the Convention, this chapter, and the rules under them. The Secretary must also coordinate how the United States takes part in the Commission, consulting with the Secretary of Commerce and the Secretary of Transportation. To do this, the Secretary must talk with the Secretary of Transportation and the United States Section and issue any regulations needed to meet the Convention’s goals. The Secretary may also, with the agreement of the Secretary, work with officials of any Party’s government.

(a)The Secretary of Commerce shall be responsible for administering provisions of the Convention, this chapter, and regulations issued under this chapter. The Secretary, in consultation with the Secretary of Commerce and the Secretary of Transportation, shall be responsible for coordinating the participation of the United States in the Commission.
(b)In carrying out such functions, the Secretary of Commerce—
(1)shall, in consultation with the Secretary of Transportation and the United States Section, issue such regulations as may be necessary to carry out the purposes and objectives of the Convention and this chapter; and
(2)may, with the concurrence of the Secretary, cooperate with the authorized officials of the government of any Party.
