Since March 4, 1913, ten percent of receipts from national forests each fiscal year must be set aside for roads and trails in the states where the money was collected. The Secretary may cooperate with state or territorial authorities, and amounts from timber sales for schools and roads are based on stumpage value (the timber's value).
