The Secretary of Agriculture may, under rules they set, rent property from Forest Service employees and use it for the Forest Service. The Secretary may provide feed, care, and housing for animals and storage for vehicles and equipment the Service gets from employees. The Secretary may also hire public or private groups to train and care for pack animals kept in reserve for fire emergencies and let those contractors use the animals when the Service is not using them. The Secretary can pay owners for loss, damage, or destruction of horses, vehicles, and other equipment the Forest Service gets from employees or other private owners. Payments can come from Forest Service funds. Except in firefighting emergencies, reimbursement is limited to $50 for people who were Forest Service employees before the equipment was provided, and $2,500 for others, unless there was a written agreement, contract, or lease.
