Title 16 › Chapter CHAPTER 71— - ATLANTIC COASTAL FISHERIES COOPERATIVE MANAGEMENT › § 5101
The law backs and promotes better cooperation between the Atlantic coastal States and the Federal Government to conserve and manage fish that move across state and federal waters. It aims to help create, carry out, and enforce joint plans that protect these fish. Atlantic coastal fish that cross borders are important for both commercial and recreational fishing and for the region’s economy. Overfishing, pollution, and habitat loss have cut some populations. No single government controls these fish, so rules can be inconsistent and harm conservation and fishermen. States run a joint program through the Atlantic States Marine Fisheries Commission, and the Federal Government should support that effort. When one or more States do not follow a plan, it can hurt the fish and discourage other States. Better interstate management is in the national interest.
