The Secretary of the Interior will decide how to figure the value of private land inside the park and the value of park timber offered in exchange. Owners must pay the cost of that valuation and must show proof they own the land before the swap is final. If the park timber is worth more, owners must pay the difference before taking any timber. The same rules apply to trades involving timber near public roads on private land. Land given to the government under section 51 becomes part of Yosemite National Park.
