The Secretary can require people who use Forest Service roads — including buyers of government timber and other products — to keep those roads in good condition for their type of use. Each user must pay a share of the upkeep that matches how much they use the road. The Secretary can also require users to rebuild roads when needed. If a user cannot do the work or it is not practical, the Secretary can require them to deposit money to cover their share. Money put down for road work stays available until spent. Deposits for nearby or overlapping projects can be combined when that is most practical and costs may be estimated. Any unused balance after the work is finished will be refunded or turned into government receipts.
