Adds land to the Chugach and Tongass National Forests. Chugach gets four areas (Nellie Juan, College Fjord, Copper/Rude River, and Controller Bay) totaling about 1,900,000 acres, shown on a map titled "Chugach National Forest additions—proposed" dated October 1978. Tongass gets three areas (Kates Needle, Juneau Icefield, and Brabazon Range) totaling about 1,450,000 acres, shown on a map titled "Tongass National Forest additions—proposed" dated October 1978. Existing legal rights remain valid. The Secretary must manage the new lands under the same national forest laws and rules. The Copper/Rude River addition and the Copper River–Bering River part of Chugach must be managed mainly to protect fish, wildlife, and their habitat. Hunting, fishing, or other taking is allowed only inside zones set under this law and other state and federal rules. Other uses are allowed only if they protect fish and wildlife and follow special rules the Secretary will issue.
