The Secretary must set up an advisory council for the Area under chapter 10 of title 5 and meet with it regularly about Area management. The council can have up to 11 members who serve staggered three‑year terms. Appointments include one member from each county that contains part of the Area (chosen by that county’s governing body), one member for the State of Oregon (chosen by the Governor), and up to eight members the Secretary picks from people or groups with an interest in the Area. The Secretary will pick one member as chair and fill any vacancies the same way they were first filled. Council members are not paid for service but get travel costs and per diem or actual subsistence. The Secretary must also get input from private groups, the public, and federal, state, local, and nonprofit agencies with expertise in zoning, planning, fish and wildlife, water, and other natural resources so their knowledge helps guide use of the Area.
