Authorized enforcement officer — a person allowed to enforce this chapter, its rules, or any binding measure under the Convention. Commission — the body created by Articles V, VI, XIII, XIV, and XV of the Convention. Commissioner — a United States Commissioner to the Northwest Atlantic Fisheries Organization appointed under section 5601. Convention — the agreement on future multilateral cooperation in the Northwest Atlantic Fisheries done at Ottawa on October 24, 1978, as amended on September 28, 2007. Convention Area — the waters described by the coordinates and lines in the law (including specified parts of the Northwest Atlantic, the Gulf of St. Lawrence, Davis Strait, and Baffin Bay south of 78°10′ N). Council — the New England Fishery Management Council or the Mid-Atlantic Fishery Management Council. Fishery resources — fish, mollusks, and crustaceans and their products in the Convention Area, but not sedentary species under coastal-state rights or certain anadromous, catadromous, and Annex I highly migratory species managed under other treaties. Fishing activities — harvesting, processing, transshipping, or any activity preparing for or supporting those actions, but not emergency operations for crew or vessel safety. Fishing vessel — any vessel that is or has been used in fishing activities, including processing, transshipment, or experimental fishing. Organization — the Northwest Atlantic Fisheries Organization named in Article V. Person — any individual or any company, partnership, or other entity. Representative — a U.S. Representative to the Northwest Atlantic Fisheries Scientific Council appointed under section 5601. Scientific Council — the Scientific Council set up by Articles V, VI, and VII. Secretary — the Secretary of Commerce. State — any U.S. State, the District of Columbia, or any U.S. commonwealth, territory, or possession. Transshipment — unloading fishery resources from one fishing vessel to another, at sea or in port.
