Create a six-person Panel made up of: one U.S. government official with salmon conservation and management expertise; one Alaska state official with the same expertise; and four people who know and have experience with Yukon River salmon fisheries. The Secretary of State chooses the U.S. official. The Governor of Alaska chooses the Alaska official. The Secretary of State picks the four Yukon experts from lists the Governor provides, with at least three nominees for each seat. The Governor can use suggestions from expert organizations and must help make sure at least one Yukon seat represents Lower Yukon fishing districts, at least one represents Upper Yukon fishing districts, and at least one of the four is an Alaska Native. The Secretary of State may name alternates for the members the Secretary appoints, and the Governor may name an alternate for the member the Governor appoints; alternates must meet the same qualifications. Members and alternates serve four-year terms, can be reappointed, and replacements fill only the rest of any unfinished term. Decisions by the United States section of the Panel must be made by consensus of the members appointed under (a)(2) and (a)(3). Panel members may consult other interested parties as they think appropriate.
