Congress allows yearly money as needed to carry out the land-buying rules in sections 577c, 577d, and 577e–577h. But total money for buying or legally taking lands, water, or interests can’t be more than $9,000,000. Money from chapter 2003 of title 54 can also be used. The funds may pay court judgments in land-taking cases no matter when those cases began. By March 1 each year from 1977 through 1980, the Secretary of Agriculture must send Congress a report on these land acquisitions. The final report must say whether more authority or money is needed.
