Creates the Forest Service Nonrecurring Expenses Fund in the Treasury. The Chief of the Forest Service may move unused money into it from expired discretionary accounts and from discretionary no‑year accounts at least four years old that the Chief finds no longer needed, if those funds were appropriated from the Treasury general fund for this or any succeeding fiscal year. Money in the fund is available until spent and can be used, with OMB approval, for IT; administrative costs like utilities and leases; facility maintenance, improvement, or construction; and road maintenance. No money may be obligated without written notice to and prior approval from the House and Senate Appropriations Committees under the Act’s reprogramming rules.
