When Congress appropriates it at year‑end, grazing fees must include 2 cents per animal‑month for sheep and goats and 10 cents per animal‑month for other livestock under permit during the calendar year when the fiscal year began. The money stays available until spent and, under the Secretary of Agriculture’s rules, may be used to revegetate (including seed), fix range improvements, control damaging rodents, and remove poisonous plants and noxious weeds to protect future range productivity.
