Federal payments to state‑certified colleges or universities for forestry research each fiscal year must not be more than the amount those schools budget that year for forestry research from non‑Federal sources. For the fiscal years ending June 30, 1971, and June 30, 1972, the Virgin Islands and Guam do not have to meet this matching rule and may use their authorized funds to pay the full cost. The Secretary may make payments when the proper college official certifies the research expenses. If a certified college does not provide the required non‑Federal funds, the Secretary must give the unused Federal money to other eligible colleges in the same state, or if none qualify there, to eligible colleges in other states. If a state cuts its own support for a college because the federal allotment went up, that college’s next-year federal allotment will be reduced by the same amount, and the Secretary will reassign that reduced amount to other eligible colleges in the same order.
