The Secretary must divide money among participating States after consulting the council named in section 582a–4. In deciding amounts, the Secretary must look at things like state spending (not federal) on forestry research by state-approved institutions, nonfederal commercial forest area, and annual timber harvests. Three percent of any appropriated funds is set aside for the Secretary to run the program. Those administrative funds can pay travel for scientists who are not federal employees to attend meetings that plan or review research.
